I downloaded it from filefactory without problems, but the question now is:
Has anybody tested it?
It doesn't work for me. Every time I start the program I receive a missing ASR32312.DLL message.
I'm running it on Win98, but it's supposed to be supported.

I checked the link you provided and as far as I understand, the page is about a program for spyware detection! and it describes ASR32312.DLL as some kind of spyware, although it states it is "good"....
I run my computer under Win 98. Has anybody run LTSE under Win XP? my be the mentioned DLL is part of this OS.
Please, share whatever information you have.

if the program crashes (xp)
then the problem is "QuickTime.qts" the solution is

Learn to Speak™ English 8. ( and for version 9.0)
QuickTime®: Distorted Sound and Video
While will running Learn to Speak™ English 8.0 the full-motion video or audio may become choppy or distorted.
The issue can be resolved following these instructions.

1. Click on Start, select Settings, and then click Control Panel.
2. Double-click the QuickTime® 3.0 icon. It is a multi-colored square with a Q in the middle and a gray slider bar across the bottom. (If you have QuickTime® 4.0 installed, then the icon is a blue Q.)
3. Click on the down arrow next to "About QuickTime" and select Sound Out.
4. If you have QuickTime® 3.0, click on the Wave Out icon. Set the rate to 11.025 and the size to 8 bit.
5. If you have QuickTime® 4.0, select the first Wave Out entry from the drop-down menu. Set the rate to 11.025 and the size to 8 bit.
6. Click on the down arrow next to Sound Out and select Video Settings.
7. Select Safe Mode (GDI Only).
8. Close the QuickTime® Control Panel and run the Learn to Speak® program, trying to recreate the choppy or distorted behavior.

I have downloaded your file "Learn To Speak English 9"! and succeeded in burning its ISO files to CD. I did try them all and they worked well except CD 2. It seems to me that the last part of it (CD 2 part 3) is only 98.8 MB which I think should have been 99.9 MB (102,395 Kb) like the avarage other files! I'd be very grateful should you upload it again (only CD 2 part 3)
