right-click on the .chm file, pick "properties" from the options then check "unblock" checkbox, you'll be able to open the file now.

@drloveone, it often helps for .chm files to greatly shorten the filename and filepath. Try renaming file and/or moving it closer to root directory.

go to wherever you downloaded the file, right-click on it and follow the steps on my previous message. You will see un uncheck box labeled "unblock", check it and "OK" and you'll be able to now OPEN the file and see its contents.
